INTRODUCTION OF THE HARBOR OF MAI LIAO

一、HARBOR OF MAI LIAO

The Executive Yuan, to fulfill the needs of the Sixth Naphtha Cracker Construction Projects, on July 7, 1993, approved the construction of an industry park harbor at Mai Liao in Yunlin County (Mai Liao Harbor). After a review was carried out by relevant departments, the Ministry of Economics on May 2, 1995, authorized the Mai Liao Harbor Administration Corporation to construct, operate and manage Mai Liao Harbor.

Once the initial phase of the construction project is completed, Mai Liao Harbor will provide 20 berths, making it approximately the same size as the combination of oil and chemical berths for Formosa Plastic and CPC and coal and bulk berths for TPC and CSC in Kaohsiung Harbor. The majority of the cargo import and export from the harbor, can be handled by loading arm, shipunloader or shiploader, and can be directly transported to the adjacent plant site via pipe line or belt conveyor. Therefore the cargo operation in this harbor is quite simple.

Mai Liao Harbor is located at longitude 120°08.9' E, latitude 23°46.9' N, it is bordered to the north by Chuoshui Stream and to the south by Hsinhuwei Stream. The harbor lies 40 nautical miles south of Taichung and 80 nautical miles north of Kaohsiung. The shipping channel is 24 meters deep at mean tide and can accommodate 200,000 DWT class VLCC, making it Taiwan’s deepest harbor and the first harbor constructed and operated by a private company. After the first phase of construction, the harbor will be able to handle up to 60 million metric tons of commodity throughput annually. The opening of Mai Liao harbor gives Yunlin County a world class sea port and a convenient access to shipping services.

Mai Liao Harbor was constructed to reduce shipping costs and to eliminate land transportation. The large and heavy equipment needed for the Sixth Naphtha Cracker Project can be directly delivered to the job site through Mai Liao Harbor. As construction rushed ahead, the M/V Apollo, carrying a cargo of stone, was the first vessel to call the harbor in January 1996. This was followed by vessels carrying thousand tons of heavy equipment (desulfuration reactor, coal unloader, salt unloader etc.), chemicals, coal and oil. In 1998, a total of 308 ship calls were recorded at the harbor and its annual handling capacity is about 1,985,962 metric tons. In 1999, the harbor had 484 ship calls and its annual handling capacity is about 6,219,231metric tons. And this number will continue to grow as the Sixth Naphtha Cracker and related projects approach to completion.

The harbor has many appropriative berths equipped to handle individual any kind of cargo. The crude oil, product oil and chemical berths have loading arms and pipe lines. Coal and bulk berths have shipunloader and conveyor belts. Currently there are eleven berths in operation. From East 4 to 10 berth are under construction that will be completed in the year 2000. And once the breakwater is completed in 2001, all twenty berths at Mai Liao Harbor will be operational.

Berths under construction:

East 4 to 10 (9 berths) – Under construction, should be completed by end of the year 2000 and providing bulk, oil, chemical and LPG ship calls.

Future:

Construction plans for the public wharf will be made in future depending on actual requirements. The number of berths, types of berth, kinds of cargo, will be considered.
